Why do we have “I before E except after C”?

I mean, it’s not really true…

Yeah, it is true in words like believe, handkerchief, and chief.

But what about…

seize, weird, codeine, eider, either, feisty, foreign, forfeit, height, heinous, heist, neither, sheik, neighbor, weigh, weight, deity, deign, beige, eight, eighty, eighteen, feign, feint, freight, heir, rein, reign, sovereign, veil, vein,

Plus frequencies, fallacies, vacancies. Those have ie right after a c! Same with science, conscience, prescience, society.

Even a couple foreign-ish words like gneiss and dreidel.

That rule is so deceptive. :p
